Kamloops Plans Four Reverse Referendums for Major Projects

The City of Kamloops is preparing to launch four Alternative Approval Processes (AAPs), commonly known as reverse referendums, this fall to secure borrowing approval for several high-cost infrastructure projects. Collectively, the borrowing could total more than $188 million if all four initiatives move forward.

The proposed projects include:

  1. New RCMP Detachment Building – Estimated at $96.2 million, the facility would replace the existing detachment and provide modern policing infrastructure for the growing community.

  2. City Water Treatment Upgrades – Valued at $57 million, this project would improve water quality, reliability, and capacity for future demand.

  3. Sewer Improvements on Tranquille Road – Estimated at $22.5 million, these upgrades would modernize critical sewer infrastructure in one of Kamloops’ key corridors.

  4. Property Acquisition on McMaster Way – Budgeted at $13.1 million, this purchase would allow for expanded public works and storage capacity.

If council approves the timelines, each AAP will give residents an opportunity to voice opposition. Should fewer than 10% of eligible voters submit objections, council can proceed with the borrowing without a full referendum.
